Based on some statements by diplomat Robert Willton
OSCE Deputy Ambassador Robert Willton provoked many debates in Albanian media with his allegations during a meeting he held with Shkodra with a group of young people. Willton is quoted saying this:
"There were problems with the sale of the vote: Yes! Could they change these election results? Not! Is it just a subject with these problems? Not! Voters have had the opportunity to express their choice, as they have it in their hands. "
The heretical statement is the second. It coincides essentially with the outcome of the OSCE / ODIHR final report on the 2017 parliamentary elections. Had it been said a year ago, it would have passed without much echo. The noise that has caused this line is related to the context of the opposition protests and its decision to burn mandates due to the phenomenon of the sale of the vote. From this point of view, Mr. Willton "interferes" precisely in what the public appearance of the crisis is its Gordian knot. He "expects" the knot in favor of the legitimacy of the election as far as the outcome is concerned. It liquidates the foundation of the opposition act. Conscious, I believe, about the weight, direction, and reactions that would provoke his statement at the moment.
Personally, being one of the publicists who has written many articles and three books on Albania's fall and demolition, I have always thought that the amount of their manipulation remains an immeasurable place, where the votes are alienated by police violence, with violence criminal groups, stuffing boxes, countdowns and documentation, by purchasing votes with goods or money. The fact that the problem of buying a vote, known as the phenomenon in most of the Albanian elections, got frightening proportions in the 2017 elections. Shitblerja made a huge leap towards "certification" as the number one vehicle of the electoral competition, drawing it out of the game large-scale program and value confrontation. The divergence of the euro value during the four weeks of the election campaign was explained by specialists in the field with laying the exchange rate with the local currency of a very large euro sum, destined for the purchase of undeclared electoral votes and expenditures. The sale of the vote on one hand and the engagement of criminal groups and drug traffickers in different circles such as Elbasan, Durrës, Lezha, Shkodër, Debar and any other are the two negative record of the 2017 election. Records that appeal for many months for reaction and action by parties, institutions and internationals. Operation "Volvo 4" and several other police and prosecution operations have caught some of the gangs that have committed electoral crimes. Though they are caught for other crimes. Trafficking in corruption on the one hand and buying votes on the other hand have already been proven through the same medal. It is very important that electoral gangs be punished according to the law. It is important to have a full package of new measures and a national sensitization against this phenomenon.
The new righteousness that seeks to crack down on corruption in the spheres of law and the policy links with crime is a direct and extraordinary investment for the liberation of elections from buying and manipulation. Other measures can be taken or are in the program to be taken. Senior OSCE officials are increasingly accepting the phenomenon. In addition to the provocative assertion mentioned above, Mr. Willton did in Shkodra three other claims that he did not play the ball. First, he confirmed the sale of the vote. Second, it's not just a subject that's bought. Third, voters have had the opportunity to express their choice after being in their hands. It means that even when they are offered ALL or take ALL in circumstances they can not contradict, in the secret room they are alone. Populist or demagogic approaches to the phenomenon tend to exclude from the scene of the electoral crime the citizen who sells the vote, treating him as an innocent victim. There are innocent victims here and there, but who is dealing with the election on the ground, I know that buying a vote is a fickle partnership of parties or candidates who offer money with matrapazs, who usually receive this money on behalf of family members them. Foreigners are in their right to think, even though they do not tell us fairly, who sells the vote does not deserve democracy.
At his meeting in Shkodra, the English diplomat briefly touched upon the theme of political rhetoric by Albanian politicians, rhetoric, which, according to him, is "out of reality". Comparing to England, he says politicians here in Albania say to the great man that in England would endanger freedom as a criminal offense. This is a broad, deep topic that seeks to be dealt with in special articles. This time, we are limiting to say that Robert Willton's statement of the "weird" language, which is filled with discourse and political communication in our country, deserves to be valued with great seriousness. Mr. Willton is an English writer and translator who is polished from English to English. His "Marigold of Sarajevo" novel is, among other things, a testimony to the deep knowledge of the Balkan ties between the two world wars, the interferences and rivalries of the great powers whose echoes we see appear in today's geopolitics in Southeast Europe and in Albania as part of it. From this point of view, Willton is a typical diplomat or missionary of imperial England, who lives in the language of the country where he serves. Because he knows Albanian and likely pursues Albanian Albanian political life without translator, he has pointed to the painful, but fierce reality that creates the language of argo by catapulted or alienated individuals in politics who use two hundred words, most of which are serious words. With such a poor vocabulary it is impossible to accurately name political and social phenomena that carry a variety of scales and shades of meaning. Our old language, rich and difficult to learn from foreigners, spoken by a very small number of people who are not Albanians, pushes us into a careless, often uncomfortable, communication as we move on with the thought that nobody understands what we are saying. Albanian political discourse falls short of culture, more precisely by the anti-culture of denigration, labeling, exclusion, threats, Jacobine sentiments, and Stalinist purgas. This lecture lacks ethics, polishing and finesse, what is the summit of civilization in the end. The politician who created the models of denigration anti-culture in our country is Enver Hoxha. Enverism continues to remain alive in the sphere of speech so that for a moment the impression is created that invading, unrealistic language is genetic.
Our fathers created some very profound and meaningful expressions of the power of language and the need to keep it under control. For example, "bone tongue does not exist, but bone breaks". And how much more.
So, there is no need to be the Englishman, Shakespeare's descendant at this point.
But alas, we are more and less like our ancestors, who have the word dear and sacred. An English speaking our language reminded us of this.
